　　In shanghai， you can always find a bracing drive， which is seldom found in Taipei or some cities of Europe——the opportunistic and self-motivated image of the city is really a miniature of China under its rapid development.

　　Many cities are now trying to learn something from Shanghai. But many of them focused their attention on the skyscrapers or the highways leading to various directions. As a result， they overlooked those parts that really matter. I believe， besides its unique history， Shanghai owes its success to the following reasons， to which have not been attached enough attention in the “cloning” efforts made by the other cities. First， Shanghai has a high effective government， which we can easily see from the successful development of Pudong and Puxi. With a wise plan in mind， Shanghai developed those two areas in a rather effective way and achieved a lot. Second， Shanghai succeeded in turning itself into a international city abiding by the international practice in various ways. In fact， the investors， no matter at home or abroad， are more attracted by an area adopting a transparent and consistent policy instead of simply by inexpensive rents or preferential taxes.
